Enables support of divisor 8 for POLL to LISTEN (Bit Rate Capability) .

Parameters:: commandBlock – optional repeated capability selector. Default value: Nr1 (settable in the interface ‘Cblock’)
Returns:: ta_dpl_83: 1 | ON | 0| OFF
